“A Framework for Urban Environmental Planning in Brazil” lays out the theoretical basis for an empirical framework to measure the influence of urbanization on the natural environment in Brazilian municipalities. Two City Statute planning tools –environmental impact assessment and neighborhood impact assessment– can be implemented using the framework, which is based on the concept of carrying capacity and GIS.
“Open space provision and environmental preservation strategies: A case study in Brazil” examines two planning tools from the City Statute that can be used to minimize the impact of urbanization on the natural environment. I show how public sector practices shape the way in which these two urban planning tools are used, with political influence and corruption hindering implementation.
